No. The Launch plan is only available with yearly billing. There is no monthly option for it.
Launch is built for early-stage teams who are just getting started with affiliate marketing. Yearly billing gives you enough runway to get the program live and actually producing referrals. In most cases that takes more than a couple of weeks.
If you prefer monthly billing, that is available starting from the Growth plan. You can stay on monthly, it just begins one tier up.
